The emission comment was on what is the maximum I would like to find to avoid having engine problems with high sulf diesel. My understanding, from other travelers experience, is that there are still problems with diesel for newer cars if they have a lot of miles on them. I thought that the exemptions are usually for municipal vehicles that need to be registered and private person exemptions would be ok in other EU member states. I'll stay away from anything weird.

Hi Catalin, don't worry about that classifications: you want to buy a used car - if that car was once officially registered in EU you are allowed to register it again on your name in EU.
